Dear Sir/Madam:

 

At the risk of appearing sarcastic (I’m not trying to be so), at the outset let me emphasize that I realize that the subject premises is not

The Waldorf Astoria, which of course is reflected in the price. However, I am constrained to point out that which follows in light of what is clearly an egregious waste of taxpayer funds and resources, particularly in light of rules/laws applicable to any rental dwelling,

especially where public funds are involved.

 

I have annexed hereto in pertinent part the House Rules which are quite

regularly and somewhat brazenly violated. Also appended is a copy of the police report concerning the assault/robbery of me by 4 blacks and

2 hispanics some blocks away from the building to put the “atmosphere”

of the building in proper perspective. Finally, I have attached a copy of the note that was stuck on my door by the “person” involved in the most recent incident following a similar incident earlier this week (room #409).

 

I neither use drugs (illegal or legal) nor alcohol (but would not be disinclined to a social drink which I have chosen for quite some time-

years-not to engage in). I do smoke tobacco which for whatever reason

(given the death, carnage, crime, corruption, etc. attendant to alcohol

and illegal drugs) has been the object of California’s substantial attention despite the pervasiveness of and the state’s blasé attitude

toward illegal drugs [I have seen los angelians shooting up (main-lining, probably heroin) on the streets (San Julian) in broad daylight,

“curbside”, and unobstructed, as well as smoking crack]. Parenthetically, I ask any California “policymaker” to tell me the last time they had heard of someone robbing another or committing other crime to get money for a pack of cigarettes which admittedly are not healthy but do not impair ones mental acuity.

 

One cannot walk down 5^th St. in close proximity to the building without being “hawked” to buy drugs, quite brazenly with their “lookouts” calling out the absence (clear) or presence of police [if it can be imagined, as bad as the scenario is now, the situation is improved

since the time I had been robbed (I was first asked to buy drugs by a

negroe, then assaulted and robbed by same and others) and the subsequent police crackdown]. Buying, selling, and using drugs, “morning, noon, and night” is all they do. In what appears to be an attempt to intimidate the police, there are the so-called “cries of

racial profiling”. I have yet to see even one statistic concerning the

ethnicity of those committing the crimes. When I reviewed the mug shots concerning the assault and robbery, the same “was like perusing the Harlem High School yearbook”. Indeed, they were almost all negroes; not because they were “singled out”, but as I have directly observed, have

been the ones committing the crimes. Indeed, these are not “closet pacifists, peace-corps members, or respecters of the law”, but rather brutal criminals, gang members, etc., who should be in prisons. The welfare funds paid to these people is almost invariably spent within

day(s) of receipt (if not before by way of the prevalent drug dealer/loan sharks) on illegal drugs. The false, diversionary “cries

racism” do not ring true. [Indeed, at a time when slavery was globally accepted, negroes sold other (vanguished by negroes) negroes, into slavery. I also think it noteworthy that negroes and apes (gorillas, chimpanzees, oranguatangs, etc.) are indigenous to the same sub-saharan

African regions and share an uncivilized behavior and look]. Wherever the negroes are in numbers, ie., inner-cities, sub-saharan Africa, etc., the inherent uncivilized behavior of and cost to civilized society thereby is substantial, and should be paid back by said uncivilized people whose cost to more civilized societies has been enormous. It is time to recognize that the public monies would be better spent on more prisons which would take these criminals off the streets rather than the enormous wasted expenditures of money, time, resources, energy, personnel, etc., not to mention the costs of the crimes themselves. These problems are inherent and will not change. It is that unfortunate time in America’s history that reality be confronted without regard to the “pandered to, politically correct, block vote”.

 

There have been some evenings, though not regular, that one can smell marihuana on the 4^th floor where I am presently staying (violative of House Rules, ¶ 9, and the law). Moreover, the playing of exceedingly loud “music” (violative of House Rules, ¶ 15) substantially after 10 p.m. is a regular occurrence. While I have earplugs (3 pairs), the excessive noise in said late hours renders same inadequate. The most recent incident [a previous egregious “noise incident” involved the negroe in room 402 – adjacent to me in #404 – on 5-27-02; he and 3-4

other negroes were up literally all night, playing loud music, and

“partying” (you know, “fun-loving-negroes”)(crack is a stimulant and quite obviously I couldn’t confirm same). I had 2 cummulative final exams at LACC in my program on 5-28-02. I dozed for at most 35 – 45

minutes; but fortunately my prior mastery of the material enabled me to overcome the detriment of the sleep deficit](protestations to these negroes fall on deaf ears), involved the tenant in room #409   . Earlier in the week, in or around July 24^th – 25th, at or around 3 a.m. in the morning, I did protest the exceedingly loud noise, which protestations were ignored by said negroe. Finally, management arrived and the “music/noise” ended for the evening. On the night of 7-27-02, early morning 7-28-02, despite the continued loud playing of “music” by

said occupant, being overly indulgent and patient with same until around 3:30 – 4:00 a.m., (there were several people in and out of said room, carrying on noisily in addition to the “music”) when I vehemently protested the same. Amazingly (but I do believe this to have been a “contrived incident”), the negroe came and knocked on my door to complain about my protestations, to which I responded that I would not speak with her but would contact the landlord. She persisted in knocking on the door as before to which I stated that her continued action was becoming harassment. Finally, the desk person knocked with her standing with him to which I refused further discussion, indicating rather my present course.

 

I do not consider myself a racist but rather objective and honest. In light of the objective facts and circumstances, and all things including reality considered, if one persists in the erroneous notion that from the above or otherwise that I am a racist, then I will indeed accept said moniker as a badge of pride and honor. The tenant in #409    

should cease and desist from her disruptive, uncivilized behavior.*

*Please note that on August 1, 2002, I’m sure with full awareness of the incident set forth above and to contrive a similar incident, at 12:45 a.m. the negroe in #402, (problem as set forth above among other

loud noise/”music” incidents not referenced hereinabove), did persist

in the “playing of loud noise/’music’” over my protestation. To borrow from a long standing principle of law/definition promulgated by the U.S. Supreme Court and applying same herein, negroes collectively, individually, and “culturally” (actually “the absence of meaningful culture”), are obscene; that is, utterly without redeeming social value. *In the morning of August 2, 2002, beginning at or around 12:07 a.m.

(in what I reasonably infer to be a contrived incident, in light of

the “familiar” voices of (“familiar”) negroes in the background as well), a fairly regular (coinciding usually with the “welfare money dispensation week”, ie., 1^st thru 10^th) incident(s) concerning the loud playing of hispanic music coupled with loud drunken or drug induced outbursts, also consistent with mental illness, occurred and continued over my protestation. Said hispanic should also cease and desist from his disruptive, uncivilized behavior.

   

*In the morning of August 21, 2002, at just after 2:00 A.M., the uncivilized negroe in #402 arrived at his room in typically obnoxious, noisy uncivilized manner; viz., presumably intoxicated on something; he was singing loudly in a negroe “falsetto” voice; and proceeded to play the television in an unreasonably loud manner, even after my

protestation and request that he desist from same at 4:45 A.M. in the morning. Said uncivilized behavior of said uncivilized negroe was continuing past 6:00 A.M. Said uncivilized negroe should cease and desist from his disruptive, uncivilized behavior.

 

*In the morning of August 25, 2002, at a time past midnight, the uncivilized (obese and obnoxious; that is, subject to rants and raves in an unreasonably loud manner) negroe tenant in #409 persisted in the loud playing of music over my requests to cease and desist from same until past 1:00 A.M. calling her attention to the house rules. Her retort, along with outright defiance was (something to the effect) that owing to an incident resulting in the “flooding of her room” (the LAFD was on the floor, the precise details of which I am without knowledge) they somehow did not apply. She also tried to incite others to  take umbrage over my complaint/request in an exceedingly loud manner, trying to further exascerbate this already unnecessarily bad situation. At approximately 2:25 A.M., upon requesting compliance with rules concerning the above continuing problem,said uncivilized negroe knocked on my door to which I responded without opening the door that there was nothing to discuss with her other than compliance with the rules Said uncivilized negroe should cease and desist from her disruptive, uncivilized behavior.

 

*On August 31, 2002, at or about 10:10 p.m., I complained about the typical loud (post 10:00 p.m. noise) “music”. The same persisted, the source being the obese negroe tenant in #409, who in typical obnoxious loud fashion, “protested” my protest, apparently enlisting the help of another negroe who approached my room saying I was “harassing the sisters”, to which I responded that it was I who was being harassed, that he was harassing me since there was nothing to discuss with him, and that he should read the rules. I also stated she could close her door, turn down the music, or get ear phones. The loud “music” persisted until, being downwind from a breeze blowing down the hall from their direction but not venturing out to discern the “precise origin”, I did distinctly discern the smell of marijuana which I did mention in complaining which brought an abrupt halt to the “noise” at or around 10:30 p.m. Her obnoxiously loud voice (she and her negroe friends often “hang out” in the halls) continued to complain about my complaints. The “noise”(“music”) began again at shortly after 11 pm to which I responded that this would follow including reference to the marihuana and the noise temporarily abated, beginning again after midnight. Said uncivilized negroe(s) should cease and desist from her (their)disruptive (including probable illegal - subject to identi-fication/investigation rather than lip service to the so-called zero tolerance in the building despite a contrary reality), uncivilized behavior. These uncivilized ‘……’ should be in prisons.

 

*It is 9-1-02, and past 3:00 A.M. in the morning and the uncivilized, obese, negroe tenant in #409 persists in the loud (playing of “music”) noise over my protestation.

 

*It is 9-1-02, and after patiently enduring the negroe noise (“music”) all day, with ear plugs, and enduring the heat with door and window completely closed, upon first hint of same (from the uncivilized, obese, negroe tenant in #409 ) post 10:00 p.m. (one no longer can reasonably expect voluntary compliance with the rules by them), I did protest same, and (I believe not coincidentally) the purported manager, Tommy Dies was on the floor and who responded that it was a holiday (for these uncivilized “……” every day/night is a “holiday”), to which I responded asking where that was stated in the rules as he walked away without further discussion (re: ie., post 4 a.m. sounds, illegal drug use, etc., which I would have related but given his apparent “close-ness” to the uncivilized, perhaps just as well I didn’t). I suppose that “explanation” justifies the post 4 a.m. sounds, illegal drug use, etc., as well. It is now past 11:51 p.m. and perhaps emboldened by purported manager Dies’ acquiescence and inaction the uncivilized, obese tenant in #409 persisted over my protest with the loud (“music”) noise. It is now past 1:00 a.m. and upon my protestation of the continued loud negroe (“music”) noise, violating my peaceful and quiet enjoyment referenced in the rules (and inherent in any tenancy), the obese, uncivilized negroe in #409 threatened in negroe vernacular to “whup my ass” and then proceeded to kick my door. Tommy Dies should be fired for his “encouragement” of this unnecessarily bad situation contrary to “house rules” and the uncivilized negroe tenant in #409 should cease and desist from her disruptive, uncivilized behavior.

 *It is now past 2:20 a.m. in the morning of 9-2-02 and the loud negroe (“music”) noise was now coming from the kitchen. I discerned the source of the noise to be a boombox of (apparently) the obese, uncivilized negroe tenant of #409, along with two male negroes (probably cooking up “viddles for an early kwanza celebration” or a “well deserved respite from their hard partying labors” for labor day . This obviously was occurring with some tacit or explicit approval of “management” which already is culpable for this unacceptable violation of “management’s” own house rules. It is now past 3:30 a.m. and the obnoxious, obese, uncivilized  negroe tenant of #409 has now “moved the loud negroe noise/music” back to her open-door room. The uncivilized negroe tenant in #409 should cease and desist from her disruptive, uncivilized behavior. It is now past 4:30 a.m.  and the “loud negroe noise/music”

continues despite my prior protestation, including to your manager/em-ployee Dies, in clear violation of rules/law as set forth above. At 4:45 a.m. and as I went to the bathroom the obese uncivilized negroe tenant in #409 was in the hall, followed me to the bathroom as I shut the door behind me saying among other rantings that she was going to “whup his (my) ass” (there was a negroe couple apparently just coming in) among other rantings and as I closed the door behind me she pro-ceeded to knock on the door to which I responded that she cease bothering me and that she was a nuisance. As I left the bathroom I said I was going to make a big deal about this uncivilized behavior with the landlord and as well the entity subsidizing the housing, to which she responded that she didn’t care what the landlord said. It is now past 6:15 a.m. and the “loud negroe noise/music”, along with the loud voices of the obese uncivilized negroe tenant in #409 and other negroes

continues despite my prior protestation, including to your manager/em-ployee Dies, in clear violation of rules/law as set forth above.

 

*It is now past 9:58 a.m. in the morning of 9-2-02 and the loud negroe (“music”) noise from the obese uncivilized negroe tenant in #409 has finally ended. It should be emphasized that it is the beginning of the welfare dispensation cycle, that said funds are invariably spent on illegal drugs, particularly the stimulant, and pervasively The uncivilized negroe tenant in #409, as well as the other typically uncivilized negroes in the building should cease and desist from her (their) disruptive, uncivilized behavior,popular among negroes, crack cocaine. In light of your manager Tommy Dies’ acquiescence/encouragement of this unacceptable scenario, to preclude your own tacit/explicit approval thereof, Tommy Dies should be fired without delay. Earlier in the evening, there was again the distinctive smell of marijuana (from the breeze/downwind) the precise origin of which I did not venture out to discern. It is now past 1:00 am and the uncivilized, obese, negroe tenant in #409, having been joined by an uncivilized male negroe (they “hang out in the hall”) persists in the loud (playing of “music”) noise over my protestation. It is now past 2:30 am and the uncivilized, obese, negroe tenant in #409, having been joined by an uncivilized male negroe (they “hang out in the hall”) persists in the loud (playing of “music”) noise over my protestation. Moreover, please be advised that the foregoing represents a breach of warranties, express and implied, concerning habitability and peace, quiet enjoyment, and that I have been damaged thereby. It is now past 11:22 pm and the uncivilized, obese, negroe tenant in #409 persists in the loud (playing of “music”) noise over my protestation.It should also be noted that contrary to law, on 9-19-02 at 8:55 pm (I did not venture out to determine the upwind source because these are uncivilized negroes who should be in prisons) the distinct smell of marijuana was extent, as was so during the following day.  Moreover, please be advised that the foregoing is contrary to rules, law and represents a breach of warranties, express and implied, concerning habitability and peace, quiet enjoyment, and that I have been damaged thereby. The loud playing of hispanic

noise/“music”coupled with loud, drunken, or drug induced outbursts, also consistent with mental illness, occurred and continued over my protestation. Said hispanic should also cease and desist from his disruptive, uncivilized behavior. Not to be out-done, the loud negroe (“music”) noise from the obese uncivilized negroe tenant in #409 began but ended quickly upon my protestation. The loud playing of hispanic

*10-18-02 It is now past 12:00 am and the uncivilized, hispanic tenant in #412 persists in the loud (playing of “music”) noise over my protestation.It is now past 2:00 am and the uncivilized, mentally ill (he should be in a mental institution) hispanic tenant in #412 persists in the loud (playing of “music”) noise over my protestation. Moreover, please be advised that the foregoing is contrary to rules, law and represents a breach of warranties, express and implied, concerning habitability and peace, quiet enjoyment, and that I have been damaged thereby.   

 

 * October 20, 2002, at 10:10 pm, the uncivilized (obese and obnoxious; that is, subject to rants and raves in an unreasonably loud manner) negroe tenant in #409 persisted in the loud playing of music over my requests to cease and desist from same, calling her attention to the house rules. It is now past 11:27 pm and the uncivilized, obese, negroe tenant in #409, having been joined by an uncivilized male negroe (they “hang out in the hall”) persists in the loud (playing of “music”) noise over my protestation. The uncivilized negroe tenant in #409, should cease and desist from her disruptive, uncivilized behavior, and action on the part of the landlord to enforce the rules and law is requested. Please be further advised that the foregoing represents a breach of warranties, express and implied, concerning habitability and peace, quiet enjoyment, and that I have been damaged thereby.

 

*In the morning of October 21, 2002, at a time past 2:38 am, the uncivilized (obese and obnoxious; that is, subject to rants and raves in an unreasonably loud manner) negroe tenant in #409 persisted in the loud playing of music over my prior requests to cease and desist from same calling her attention to the house rules. It is now past 3:00 A.M. and the uncivilized negroe tenant in #409, should cease and desist from her disruptive, uncivilized behavior, and action on the part of the landlord to enforce the rules and law is requested. *It is now past 3:15 am and the uncivilized, obese, negroe tenant in #409 persists in the loud (playing of “music”) noise over my protestation. A remedy should include the eviction of said uncivilized negroe (who would feel more at home in a prison, mental institution, zoo, or the street where she can join the other obstreperous, lawless, “party animals”. Please be further advised that the foregoing represents a breach of warranties, express and implied, and covenants concerning habitability and peaceful, quiet enjoyment, and that I have been damaged thereby

 

* October 26, 2002, at 10:10 pm, the uncivilized (obese and obnoxious; that is, subject to rants and raves in an unreasonably loud manner) negroe tenant in #409 persisted in the loud playing of music over my requests to cease and desist from same, calling her attention to the house rules. The uncivilized negroe tenant in #409, should cease and desist from her disruptive, uncivilized behavior, and action on the part of the landlord to enforce the rules and law is requested. Please be further advised that the foregoing represents a breach of warranties, express and implied, concerning habitability and peace, quiet enjoyment, and that I have been damaged thereby.

 

* October 31, 2002, The hispanic tenant in #412 (I beleve named Milton), from 10:00pm until around midnight, persisted in loud, drunken, or drug induced outbursts, also consistent with mental illness. Said hispanic should also cease and desist from his disruptive, uncivilized behavior.

 

* November 2, 2002, at 10:14 pm, I requested that the uncivilized (obese and obnoxious; that is, subject to rants and raves in an unreasonably loud manner) negroe tenant in #409 not persist in the loud playing of music, calling her attention to the house rules. Another typically uncivilized male negroe who subsequently identified himself as a friend of negroe tenant in #409, shortly thereafter kicked the door of my room #404 with great force. After waiting a minute or so I opened the door, peered out, and thereupon, having protested the kicking of the door, saw not far down the hall the aforesaid uncivilized negroe male friend of the uncivilized female negroe tenant in #409. Said male negroe admitted to kicking the door and further threatened me with bodily harm for insisting that the uncivilized obese female negroe tenant in #409 abide by “house rules”. The incident can easily be investigated toward the end of identifying said male negroe perpetrator who should be prosecuted for making terroristic threats against me. These uncivilized animals should be in prisons and off the streets, and not in tax-payer subsidized housing as here. The uncivilized negroe tenant in #409, should cease and desist from her disruptive, uncivilized behavior, and action on the part of the landlord to enforce the rules and law is requested, and said tenant should be evicted. Please be further advised that the foregoing represents a breach of warranties, express and implied, concerning habitability and peace, quiet enjoyment, and that I have been damaged thereby.

The uncivilized negroe tenant in #409, should cease and desist from her disruptive, uncivilized behavior, and action on the part of the landlord to enforce the rules and law is requested, and said tenant should be evicted. Parenthetically (although it is irrelevant as to whether it was near chanukah, kwanzaa, Ramadan, or Christmas, and no exception therefore is “carved out by the rule”), these were not the sounds of Christmas, but rather the typical noise akin to the yelping of uncivilized african animals (which also ruins even the most sacred of Christmas carols although that wasn’t even the noise here). Moreover, it should be noted that I have not made an issue of the excessive pre-ten o’clock noise (but probably should). It is now past 10:35 pm and the uncivilized, obese, negroe tenant in #409 persists in the loud (playing of “music”) noise over my protestation. Moreover, please be advised that the foregoing is contrary to rules, law and represents a breach of warranties, express and implied, concerning habitability and peace, quiet enjoyment, and that I have been damaged thereby. The (as is typically so with all ignorant, uncivilized negroes whom some refer to as niggers) uncivilized negroe tenant in #409, should cease and desist from her disruptive, uncivilized behavior, and action on the part of the landlord to enforce the rules and law is requested. (It is now past 10:55 pm and the uncivilized negroe continues as set forth above). It is now past 11:38 pm and the uncivilized, obese, obnoxious negroe tenant in #409 persists in the loud (playing of “music”) noise over my protestation. The loud negroe (“music”) noise from the obese uncivilized negroe tenant in #409 continued over my protestation and got the typical “negroe rhetoric” in defiance of the rules/laws with noise and complaints of my complaint persisting (it’s typical of the uncivilized negroe when rules, laws, etc., applicable to everyone are “affronted” by enforcement as to them, (“race card”,spurious cries of racism, etc.- yet it is they who reference “white boy”, etc.), who as the uncivilized, lawless animals that they are, are predominantly breakers of rules, laws governing civilized behavior. Indeed, drug dealing continues at times on the sidewalk) directly in front of this building as well as along the (5^th) street (by typically uncivilized negroes – they all should be in prisons or sent back to africa. *12-31-02 thru 1-1-03 Because of the New Years Holiday I refrained from complaining about the noise in violation of the rules; and hence these days are not part of this chronology (but probably should be). Additionally, though not part of this chronology, some of the uncivilized “games” include turning off the oven, repeatedly while food is attempted to be cooked, and even stealing some of the food; you know, fun-loving animals.

 

*January 2, 2003, The hispanic tenant in #412 (I believe named Milton), from around midnight, and through and past 5:00am in the morning persisted, over my protestations, in loud, drunken, or drug induced outbursts, also consistent with mental illness, as well as loud music in bursts. The fact is that the typically uncivilized, lawless hispanic/mexican is a net detriment to any civilized society. Indeed, said uncivilized hispanic/mexicans appear to be able to cross the border, defecate (new “mexican/american citizens”), and saddle taxpayers with their enormous cost (as with their negroe brothers) to civilized society (welfare, healthcare, increased crime rates and the costs thereof, criminal gangs, etc.), while also bringing their “mexican culture” of siestas, crime, corruption, lawlessness endemic to mexico, illegal drugs, etc., and totally repulsive presence. To add insult to injury to the civilized, the mexicans further damage the u.s. citizen/taxpayer by sending money (from crime and “legitimate work”) back to mexico (in excess of $10 billion this past year by some reliable extimates). There are some who defend these animals and say that they are “cheap labor”. The fact is that the costs of their crimes, assistance, accommodations for their inability to read or write, etc., far outweigh their alleged “contribution”. Indeed, u.s. immigration policy in this regard is a cruel joke worthy of taxpayer revolt. These animals should be in prisons or deported for the policy considerations set forth supra. The loud playing of “music” coupled with loud, drunken, or drug induced outbursts, also consistent with mental illness, occurred and continued over my protestation.
